Policy to block outgoing calls to certain numbers?

Hi,

Is there a policy to block outgoing calls to certain numbers?  For example we'd prefer our users if they didn't dial premium rate 0845 numbers in the UK.

Is this possible? and if not in inTune, would it be possible to configure an iOS app that has this functionality and deploy that app with its configuration to all iOS devices - if so would this be best done using Apple Configurator?
