Intune registered iOS device not receiving all restrictions?

I'm new to Intune and got my POC device up and working, and then all the settings blessed. Everything worked great once I though I got my head wrapped around all the options you can do, but then after signing into a second device and using the same domain account, it's not pulling in over 2/3 of the restrictions I setup for the profile? When I look at the profile settings, the ones that didn't apply show as "Not applicable", but I don't know how that's possible? I don't understand how it would pull in the profile to be used, but not use all of the options that it clearly should be setting. An example of a setting it's not pulling in is "Messages app on the device" that's set to "Block". On the working iPad, the app is hidden. No errors that I can see anywhere, unless I'm looking in the wrong area. Both are on the same iOS (13.1.3),...
