Windows Hello not resetting with new device

So this is an odd scenario:

We are in the middle of testing deploying a fleet of laptops to the whole company in the next few weeks using Microsoft Endpoint Manager (autopilot), and one minor item was observed.

On first setup, the member is asked to setup Windows Hello for Business (and all seems to work). However, after resetting the device, the user is no longer asked to setup Windows Hello for Business, despite the Azure AD policy being pushed, and the same user no longer has the option to setup themselves.

Is there a proper way to reset Windows hello for users on devices that have been reset (via windows reset, and configured using autopilot) ?
