Silently move known folders to OneDrive not working

I'm new to Intune and am testing some new Configuration Profiles and noticing that the "Silently move known folder to OneDrive" is not working. The Profile successfully signs the user into OneDrive and sync's the SharePoint library but it is not moving the known folders. In EndPoint Manager, when I view the Device configuration it shows that it has successfully applied even though it doesn't work. I've noticed that there are 2 OneDrive icons in the system tray, the one that is auto signed in and one showing not signed in. Also I'm finding an Event ID 404 in the Event logs which reads:
